[ppml] add ppml cli into docker image (#5056)

* add bigdl-ppml-submit.sh into ppml graphene image

* remove ppml-spark-submit.sh since it was replaced by bigdl-ppml-submit.sh

* update ppml-spark-submit.sh to bigdl-ppml-submit.sh
